Bismillahirrahmanirrahim,
Yang Mulia Ibu Presiden Konfederasi Swiss,
Hadirin dan para wartawan sekalian,
Alhamdulillah, hari ini kita mendapatkan kehormatan dengan kunjungan Presiden Swiss ke negeri kita, yang bertujuan untuk lebih meningkatkan persahabatan, kerjasama, dan kemitraan bilateral, dan sekaligus untuk menemukan peluang-peluang baru bagi persahabatan serta kerjasama untuk kepentingan kedua bangsa.
Di samping melaksanakan pertemuan bilateral yang baru saja selesai dengan hasil yang baik, beliau juga akan berkunjung ke Surabaya disamping ke Jakarta. Beliau juga membawa rombongan para pemimpin dunia usaha, dan hadir dalam pertemuan dunia usaha yang dihadiri oleh pengusaha kedua negara.
Saya sampaikan kepada beliau bahwa Indonesia sekarang ini dalam proses reformasi dan transformasi, dalam proses mematangkan kehidupan demokrasinya, dan dalam proses membangun kembali perekonomian setelah mengalami krisis 10 tahun yang lalu.
Saya juga sampaikan kepada beliau, Indonesia juga terus berusaha untuk membangun good governance, untuk menjaga persatuan dan harmoni sosial, serta meningkatkan peran regional dan internasional kami, seperti menghadapi climate change maupun dalam membangun dialog di antara peradaban.
Di bidang ekonomi, kami membahas untuk meningkatkan kerjasama yang konkrit, baik di bidang perdagangan, di bidang investasi, di bidang pertanian, di bidang kepariwisataan, dan sejumlah kerjasama ekonomi yang lain.
Swiss memiliki ekonomi yang kuat, dan ekonomi Indonesia pun terus tumbuh dan berkembang. Tentu potensinya amat besar untuk dikerjasamakan untuk kepentingan atau manfaat kedua bangsa di masa mendatang.
Sebelum krisis 2008 yang lalu, volume perdagangan kita hampir mencapai US$1 billion, dan Switzerland adalah penanam modal urutan ke-15 di Indonesia. Kami berharap ini bisa kita tingkatkan terus di masa mendatang.
Saya juga mengundang kerjasama di bidang pembangunan infrastruktur, di dalam sektor pertanian, maupun pengembangan renewable energy dan termasuk geothermal.
Swiss juga memberikan development assistance dalam bentuk capacity building dan technical cooperation di bidang pertanian, di bidang small and medium enterprises, dan juga tourism management. Kami juga bersepakat untuk meningkatkan kerjasama di dalam environment dan juga menghadapi climate change.
Kita, alhamdullilah, bisa memulai untuk kebijakan bebas visa bagi pemegang paspor diplomatik dan paspor dinas. Ini akan meningkatkan people-to-people contact dalam arti luas, dan tentunya baik untuk kelancaran kerjasama di antara kedua negara.
Di permasalahan global dan regional, kami bertukar pikiran tentang pentingnya kerjasama ASEAN dengan Swiss dan negara-negara di sekitar Swiss; juga kerjasama perekonomian global, termasuk dalam forum G-20; juga niat untuk segera menyelesaikan Doha Development Agenda, Saudara-saudara; dan yang terakhir kesepakatan untuk memulai membahas tentang comprehensive economic partnership agreement yang insya Allah akan mendatangkan manfaat bagi kedua negara di masa yang akan datang.
Inilah isu-isu utama yang kami bahas, dan pertemuan bilateral ini sangat produktif, forward looking, dan insya Allah bisa menemukan agenda-agenda yang konkrit bagi peningkatan kerjasama di masa mendatang.
Saya persilakan, Madame President, Ibu Doris Leuthard, untuk menyampaikan penjelasan kepada pers Indonesia dan pers dari Swiss.

Mr. President,
Excellencies,
Representatives from Indonesia,
It’s, for me and my delegation, a big honour to be here in your country, and I also once again thank to President for this very warm welcome and hospitality we received here in your beautiful country.
As the President mentioned already, we have between Indonesia and Switzerland very friendly, long standing relation. And for the last, through the years, it’s improved, and I think also after this, we would have another milestone in our bilateral relation.
We, for many years, we look the development in Indonesia, and we compliment the President who reformed the country, who related to another era of prosperity and transition. You have, I think, a relation for the process, which led to more peace, more stability, and therefore also you have good result in your economic situation.
Switzerland therefore last year already signed taxation agreement with Indonesia, we implemented joint economic commission, we signed cooperation on environmental issues, and because Indonesia also plays a very important role for the region especially in ASEAN, Switzerland sent an ambassador to ASEAN last year, a signal that we contribute and we welcome all these efforts also in the region.
We would especially look out for development on the humanitarian side and of democracy. Switzerland is the host of international Geneva of the Convention on Human Rights, so we know that this means we trust and compliment the President and his team about the situation on humanitarian law improved very much, and that they tried, that in the whole region humanitarian law and democracy may improve, and is considered thus one important element that all citizen feel comfortable, have the same rights, and can contribute and participate on the activities of the government and the society. So this is very well appreciated in Switzerland, and we therefore continue to contribute with our expertise in this respect maybe bilaterally, maybe through ASEAN.
We decided also end of 2008, that Indonesia for Switzerland is one of seven priority countries for economic development. Since then, we try with the administration of Indonesia to concretize different projects and fields of cooperation besides democracy, good governance, this is especially for both sides, which is to stand for. Tourism is a part of this project, which also a symbol for sustainability we combine, that on the island of Flores, you can have tourist activities but at the same time to take care of the nature, the landscape, the birds, and all the animals in this wonderful, beautiful island, and here we can put together our knowledge and that is exactly what Switzerland together with Indonesia is understanding on a comprehensive partnership.
We are very glad also that the President today agreed that we begin negotiation now with the framework of EFTA, a comprehensive partnership agreement. That’s a milestone in our economic cooperation as well. And as I mentioned, it’s a partnership agreement which means we will continue with all our technical assistance, which the cooperation we will design what new fields could be the interest of Indonesia.
This morning is also a very good example that this is not a threat for longer time that can contribute for both sides to have more jobs. I visited a very famous Indonesian company, we can’t mention out the company’s name, but it was interesting this company uses Swiss textile machine, but you produce then the textiles, and you send it to the vast market.
This shows that the partnership is already there, and we can improve that to profit on both sides on the potentials we have globally; when we cooperate, there it makes sense that we have more jobs, more decent ways to live in your country; and therefore I’m very glad that we could decide to try to give our bilateral relationship with this new aspect and new push.
I wish the President, the Ministers, and the people of Indonesia, on behalf of the Swiss government, all the best you have had, all support we can do, that the quality of life increases every year, that you remain a peaceful country, a wonderful country, and that your importance over the globe is growing every year.
We envy you a little bit because you’re member of G-20 and Switzerland is not, but that’s reality, you are much bigger and therefore also economically very important. You can be proud of that. We also compliment you for this new potential; and Mr. President, you have a good voice also on the international level to defend the interest of developing countries, for transition countries, but the oldest aspect, the world coming through lives; it’s not only earning money, it’s to have wonderful, sustainable countries with all the nature we have to preserve. His Excellency, President Yudhoyono and Her Excellency, President Leuthard,
I have two questions, actually. First, regarding the cooperation in good governance between Indonesia and Switzerland. We’ve known about the cooperation, and the Indonesian government has intensifying efforts to combat corruption in the past few years. I wonder if the Swiss government has any plan or future plan to apply perhaps to new policy to help Indonesia with the corruption eradication efforts, especially with, many believe that Indonesia alleged corrupters keep their money in Swiss bank account ?
Secondly, regarding EFTA, comprehensive economic partnership, you mentioned earlier that there would be a legislation to regarding EFTA partnership, so I wonder what are the Indonesian and the Swiss government expecting from this partnership, specifically in what field? Thank you very much.

Alright, thank you for these two questions. The first question, we know corruption here is existing a challenge, and Switzerland welcomes all the efforts of the government to fight corruption. It is important because it creates injustice and it creates also difficulties of acceptance of market instrument. We have, in Switzerland, view this economic development instrument to give you advice or our knowledge, if you wish; we have, it’s a long procedure, it’s not an easy task but we are ready to contribute both to you, you can implement new methods to fight against corruption. In Switzerland, we did it also for many years, and we still have also to urge our companies when they are abroad to behave correctly and not to accept briberies or other illegal payments. So we will be a partner also in this respect for Indonesia if you wish to.
Second question, for this comprehensive economic partnership of the future, both sides make an analysis which could be chances, which could be risks. We deeply prepare the ground to know from each other what could be the field of interest. Because our economies are very complimentary, we think, like the example of textile showed you, that both sides earned profit. Switzerland has more than 23 existing partnership agreements, and our experiences if you measure the development of trade and investment is much more dynamic than in countries where we don’t have such agreement. So, second element is it creates opportunities; this means at the end of the day: jobs and fiscal revenues for the government to be reinvested.
And the third thing, I consider important, is at the end of the day, it must lead to more sustainability in general. Not only rich people shall profit from the market, we want to have all society be winners of the cooperation. And I think here, we share very much principles of the President that we also have to take care of the distribution all over the country, that’ creating of new jobs may lead also, through open market, to a better life for everybody. And here it is very important for us, that it’s not only the profit for some people, but the profit is used for the whole society.

Dari saya, yang pertama tentang membangun good governance dan combating corruption, saya sampaikan kepada Ibu Presiden Swiss tadi bahwa itu salah satu prioritas dan agenda Indonesia untuk terus membangun good governance, termasuk di dalamnya agar pemerintahan dan birokrasi kita lebih responsif, lebih transparan, lebih akuntabel, corruption free, dan sebagainya. Dan saya sampaikan, itu terus menjadi agenda kami. Banyak yang telah kami capai, tapi masih banyak yang harus kami perbaiki, dan kami lakukan.
Kerjasama akan jalan terus, dan kita berbagi tentang best practices, tentang bagaimana semua yang berbisnis di Indonesia juga mengikuti rules; dengan demikian, akan ada climate yang baik di negeri ini, agar betul-betul di bidang ekonomi, di bidang bisnis dan pemerintahan, betul-betul terbangun good governance, dan pemberantasan korupsi akan bisa berjalan lebih efektif.
Tentang comprehensive economic partnership agreement, kami membahas bahwa itu, dengan agreement yang tepat, akan membawa manfaat yang riil bagi kedua bangsa, baik Indonesia maupun Swiss.
Partnership ini meliputi kerjasama investasi, kerjasama perdagangan, kerjasama pembangunan, termasuk di situ capacity building dan technical cooperation. Kalau itu bisa berjalan dengan baik, tentu akan bisa meningkatkan dunia usaha, menciptakan lebih banyak lapangan pekerjaan, kemudian memberikan penghasilan yang lebih besar kepada negara masing-masing.
Dan dalam proses negosiasi ini, di samping pemerintah, kami juga melibatkan dunia usaha dan juga dari elemen civil society yang lain, karena ini menjadi partnership di antara kedua negara, bukan hanya government-to-government partnership.

Yes, good afternoon, actually my question, Mr. President, I’d like to ask step further. Mr. President, do you see corruption is one of the main reasons why maybe foreign investments are not so big here yet, not how you would like; and how to reassure these investments that things are really improving?
And on the negotiation, start of negotiation between EFTA and Indonesia, maybe a few numbers you can give us in terms of the timing, and how quick would you like things to develop; and, you know, in terms of numbers, how really would be good, which would be the advantages for the economies?

Ya, korupsi adalah salah satu faktor penting bukan hanya dalam kerja sama ekonomi dengan negara sahabat, tapi bagi negara kami sendiri, bagi bangsa kami sendiri merupakan isu yang sangat penting, karena itu merusak keadilan dan membikin gelap masa depan kami, termasuk pembangunan ekonomi yang kita lakukan.
Oleh karena itulah, sejak hari pertama saya memimpin pemerintahan ini, kami melaksanakan very aggresive anti-corruption campaign in our history dan banyak yang dapat kami lakukan, tetapi ini adalah proses jangka panjang, unfinished agenda yang harus terus kami lakukan untuk betul-betul to clean up sistem yang ada di tempat kami, termasuk birokrasi yang ada di Indonesia.
Tetapi kalau dikaitkan dengan investasi di Indonesia, saya akan memberikan penjelasan yang lebih lengkap. Ketika 11 tahun yang lalu Indonesia mengalami krisis perekonomian yang dalam, investasi menurun. Tetapi itu karena satu, security and political stability. Yang kedua, tentang legal certainty. Yang ketiga, tentang infrastructure. Yang keempat, masuk good governance dan permasalahan-permasalahan korupsi. Yang berikutnya lagi tentang economic policy and macro economic condition. Jadi banyak faktor yang waktu itu membikin investasi kita menurun.
Kami melaksanakan reformasi, politik kami makin stabil, keamanan di seluruh Indonesia makin baik, situasi sosial makin baik, hukum kami telah, terus melaksanakan reformasi, demikian juga pemberantasan korupsi dan pembangunan good governance. Banyak pekerjaan rumah yang telah kami selesaikan. Oleh karena itulah, dari -13% ekonomi Indonesia, terakhir kami telah memiliki pertumbuhan, bahkan dalam krisis ekonomi yang baru lalu, Indonesia adalah nomor 3 yang pertumbuhannya positif setelah China dan India.
Kalau investasi menurun karena global economic situation yang terjadi, tetapi benar bahwa kami akan terus melaksanakan pemberantasan korupsi dan membangun good governance, agar semua climate yang ada di Indonesia itu betul-betul kondusif untuk kerjasama ekonomi dan usaha dengan negara sahabat, maupun untuk kepentingan dalam negeri kami sendiri.
